To ensure the traceability of plastic recycling and the accurate calculation of recycled content, Europe has developed the UNE EN 15343:2008 standard. The main purpose of this standard is to ensure the traceability of the recycling system in order to accurately calculate the recycled content of plastic products. According to CEN/CENELEC, the national standards organizations of each European member state are responsible for implementing this standard.

Currently, in order to reduce the plastic packaging tax, overseas manufacturers must provide their customers in the UK and Spain with documentary evidence of the recycled content. In the UK, overseas manufacturers can provide documentary evidence of the recycled content or conduct a supply chain audit. This evidence can be provided by the importer or a qualified third-party organization.

In Spain, from 2024, manufacturers must provide a plastic recycling traceability and recycled content compliance assessment certificate in accordance with the UNE EN 15343:2008 standard. This certification must be issued by an authorized certification body. According to the Spanish plastic tax law, the certification can be issued by an entity recognized by a certification body in Spain or other EU member states. This will help promote scale-up of recycling industries in developing countries while reducing transaction costs when trading with EU countries.
